Background

The Admin/Finance Associate delivers quality services in administration, finance, procurement and HR, providing support and guidance to the Country Office and supported projects.

How You Can Make a Difference

The Admin/Finance Associate contributes to the achievement of the UNFPA mandate as part of a team, delivering quality services in administration, finance, procurement and human resources, to internal and external clients, mastering all relevant rules, guidelines, processes and procedures. The Admin/Finance Associate provides support and guidance to the team in implementation of the UNFPA Country Programme, including in humanitarian settings. You will report to the Head of Office.

You will support the effective administrative and financial management of UNFPA programme activities in the areas of reproductive health, gender equality and population & development, advising programme/project staff on administrative and finance matters, to maximise the impact of financial resources in delivering results.

You will work with an inter-disciplinary team contributing to:

Increased national capacity to formulate and implement rights-based policies on integrated SRH services;

Strengthened national capacity to incorporate adolescents and youth and their human rights and needs in laws, policies and programmes, and

Strengthened national capacity to formulate and monitor implementation of rights-based policies that integrate evidence on population dynamics and their links to sustainable development.

Duties and Responsibilities

You would be responsible for:

A.    Administrative tasks:

Leading the office administrative functions and ensuring correct interpretation and implementation of administrative rules and procedures of UNFPA.

Direct and indirect supervision of activities concerning office maintenance, management of premises, equipment and other services, for smooth office operation.

Preparing correspondence, reports, etc. on general administrative matters concerning office and project issues.

Reviewing procurement requests and leading procurement processes for office and project equipment, supplies and services in a transparent and cost-effective manner.

Maintaining assets and inventory records of office and projects and assume overall responsibility for disposal of equipment.

Managing recruitment and selection processes, applying best practice HR tools and mechanisms and maintaining personnel files.

B.    Financial tasks:

Supporting the monitoring of programme financial performance, by providing necessary financial information and analysis, including implementation rate against indicators/results; detecting potential over/under expenditure problems and proposing remedial action.

Developing effective mechanisms for monitoring programme and project budgets; coordinating compilation of financial data; and regularly providing accurate, up to date financial information to HQ and regional offices.

Interpreting financial policies and procedures and providing training and guidance to staff and project managers. Striving to identify innovative ways in which programme financial needs can be met within existing policies.

Assisting in the management of the CO budget, by budget formulation, controlling allotments, monitoring expenditures, and preparing revisions as required.

Maintaining an effective financial recording and reporting system, internal control and audit follow-up; and processing financial transactions in an accurate and timely way.

Reviewing and monitoring charges for common services and cost recovery, taking into account maximum cost efficiency; representing UNFPA’s interests in financial negotiations and agreements.

Supervising administrative and clerical staff as required.

Providing contribution to the financial and budget related parts of the program/project proposal development.

Carry out any other duties as may be required by UNFPA leadership.

Required Skills and Experience

Education:  

Completed secondary level education required. First level university degree in Finance, Business, Public Administration or similar discipline desirable.

Experience:

Six years of relevant experience in administration, finance or office management.

Proficiency in current Microsoft Office package.

Prior experience in working with ERP financials is an advantage.

UN common system or experience with international development organizations is desirable.

Strong interpersonal and organizational skills

Strong  written and verbal communications skills

Languages: Language proficiency in both written and oral English and Macedonian. Knowledge of other local languages shall be considered an asset
