The Position:

 

The Programme Analyst on Gender position is located in UNFPA North Macedonia Country Office (CO) and reports to the UNFPA Head of Office.

The Programme Analyst on Gender advises on and leads in developing and implementation of GBV Strategies of the Country Office. This will be achieved through wide consultations within the office and the main partners of UNFPA in the country and through analyzing relevant political, social and economic developments.

Job Purpose:

 

Working within a large and complex Country Office (CO) environment, you will support the effective management of UNFPA activities in the areas of population and development, reproductive health, youth and gender. Through substantive analysis and assessment of political, social and economic trends, you will contribute to project formulation and evaluation, joint programming initiatives and national development frameworks.

 

You will monitor results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required.

 

You would be responsible for:

  • In collaboration with UNFPA Regional Office, Government counterparts, NGOs and other partners, contributing to the design and implementation of the country programme and its component projects in the area of Gender, aligning with Government priorities and UNFPA programme policies and procedures.
  • Ensuring appropriate monitoring and oversight mechanisms and systems are established and implemented.
  • Analysing and interpreting the political, social and economic environment relevant to UNFPA activities and gender equality and equity, harmful practices, women's empowerment and male engagement, and identifying opportunities for UNFPA assistance and intervention.
  • Analysing policy papers, strategy documents and national development plans; preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
  • Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration.
  • Establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs.
  • Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning supporting training needs of project personnel
  • Supporting the advocacy and resource mobilisation strategy of the CO, by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events.
  • Act as an active member of the UNCT Gender Theme Group to advocate for issues within the UNFPA mandate, develop strategic partnerships with UN agencies in order to enhance UN coordination, and strengthen the overall UN agencies’ performance on gender equality by mainstreaming gender into all key policies and programmes;
  • Develops strategic partnerships, maintains networks and close linkages with relevant government stakeholders, international organizations, donors, key policy makers, women and youth organizations, educators, donor community, research institutions.
  • Performs other duties as assigned by the UNFPA Country Director and Head of Office.

 

 

Qualifications and Experience:

 

Education: 

 

Advanced university degree in Gender Studies, International Development or related Social Sciences, with good technical knowledge of gender issues and human rights. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

 

Knowledge and Experience:

  • Two (2) years professional experience in programme/ project management
  • Practical experience in design, monitoring and evaluation of gender and human rights programmes
  • Proven ability to advocate for and advance a policy-oriented agenda
  • Proven track record, practical experience and knowledge in promoting gender and rights issues
  • Experience using office software packages and web-based management systems
  • Familiarity with UN procedures and working methods, particularly with UNFPA agenda, policies and procedures is a plus.

 

Languages:

 

Fluency in both written and oral English and Macedonian. Knowledge of other local languages shall be considered an asset.

Compensation and Benefits:

 

This position offers an attractive remuneration package commensurate with the level of the post.   UNFPA reserves the right to appoint at one level lower than advertised.
